    Tatiana Vozian, an employee of the Court of Accounts of the Republic of Moldova (CoA), who in April 2023 accused the institution’s president Marian Lupu of “sexual advances”, has been dismissed.

    Vozian announced this on Monday, September 11, on social media, saying that her dismissal was due to the fact that she had filed a complaint with the National Anti-Corruption Centre and contested the disciplinary sanction order recently imposed on her.

    “Dismissed! Resigned because I filed complaints and petitions in my defence. Dismissed for publicly denouncing the sexual advances of the President of the Court of Auditors Lupu! Dismissed for being a vocal woman! You say you have no executives in public institutions, you have no one to work with? Look how Lupu eliminates exceptional and competent executives – I’m talking about me – because I don’t obey him! I have the character to fight, but there are very few like me. If this is the change promised by every party that comes to power, then you should know that the change has already come – the harassers remain unmoved and untouched in leadership positions, the public servants who denounce illegal practices – dismissed”, Tatiana Vozian said.

    On the other hand, representatives of the CCRM reject the “slanderous and defamatory” statements of the former employee, as well as what they call “manipulative comments” by her lawyer.

    “These allegations are not true and we consider that they are a misplaced reaction to the results of the investigation conducted by the Disciplinary Commission of the CCRM, in which Tatiana Vozian is targeted. 

    Thus, in the framework of the disciplinary procedure initiated by the Disciplinary Commission of the Court of Accounts, a service inquiry was carried out in which the alleged acts of misconduct imputed to the civil servant Tatiana Vozian, head of the Institutional Development and Methodology Directorate, were examined, which were reported as disciplinary offences by her colleague, the head of the Directorate, as set out in Complaint No. I-112-23 of 26.07.2023.

    It should be noted that in the complaint filed, the lady communicated that as a result of the disciplinary procedure that took place previously against Tatiana Vozian, which ended with the application of the disciplinary sanction to the named person, both during the course of the disciplinary procedure and subsequently, she was harassed and morally intimidated by Tatiana Vozian. The lady who filed the complaint mentioned that such actions and attempts of behaviour are still being undertaken by Tatiana Vozian, with the aim of falsely blaming and morally destroying her. Thus, she alleged that, over a period of at least 6 months (February – July), she was subjected to hostile attitudes and treatment at work by Tatiana Vozian who, according to the employment relationship, was her direct superior until 01.07.2023″, the Court of Auditors reports.

    ZdG previously wrote that Tatiana Vozian announced that she had been offered and accepted a position “inferior to the one she previously held”.

    Previously, she was Head of the Directorate-General for Methodology, Planning and Reporting of the Court of Auditors. Vozian claimed she was demoted from her post after she publicly disclosed “sexual advances” allegedly made against her by the institution’s president, Marian Lupu. On the other hand, representatives of the Court of Auditors said that “it is not about demotion”, but about the “reorganisation” of the institution following an international evaluation.

    As of 1 July 2023, Tatiana Vozian has been head of the Institutional Development and Methodology Directorate, according to the document she published on social media, which states that she was offered another position in the context of the approval of the new organisational structure of the Court of Accounts on 28 April 2023.

    “Exactly one month after my public statements I have been demoted! I accepted a lower position than the one I previously held, because I assume the consequences of a public denunciation of a controversial but well-connected person like cet. Lupu! As I have written before, I am loyal to the Court of Auditors itself, but not to Cet. Lupu and I am not afraid of his retaliatory “punishments”!”, Tatiana Vozian wrote then on Facebook.

    Tatiana Vozian accused in April 2023 the President of the Court of Accounts, Marian Lupu, of “sexual advances” and said that after she allegedly refused these advances she was severely reprimanded. In an official reaction, the Court of Auditors said at the time that the employee’s accusations were “slander and innuendo”.

    The institution stated that “the slanderous statements were foreseeable and were made immediately after the employee was informed of the decision of the Disciplinary Committee of the Court of Auditors” to impose the disciplinary sanction “for failure to comply with the rules of conduct”.

    Subsequently, the Court of Accounts of the Republic of Moldova (CoA) announced that the President of the institution, Marian Lupu, will sue Tatiana Vozian for “libel and defamation”. A few days later, the president of the CCRM asked Tatiana Vozian to deny the information she had broadcast on 11 April, accusing Lupu of “sexual advances”. At the time, Tatiana Vozian told Ziarul de Gardă that Marian Lupu was “hiding behind his colleagues and the Court”: “It is ordinary behaviour for him to lie and manipulate using the resources of the Court of Accounts”.
