The National Integrity Authority (ANI) has found a clear discrepancy between the property acquired and the income obtained by former defector MP Sergiu Stati in the period 2015 – 2016, amounting to over 2 million lei. ZdG previously wrote that Stati made himself known through a statement, made after he had left the PCRM, when he said that the MP’s salary was enough just to “survive”.

The control of wealth and personal interests in relation to the former MP and ambassador with special missions was initiated in March 2020, following the establishment by the integrity inspector of the existence of a reasonable suspicion of violation of the legal regime of wealth and personal interests.

“In the context it was established that the subject of the control and members of his family on the date of the account replenishment 23.03.2015 with the amount of 880 375,75 lei had cash available in the amount of 398 808,98 lei. At the same time, at the date of the account replenishment 24.12.2015 by Mrs. (Stati n.r.) with the amount of 592 041 lei (30 000 dollars), the subject of the control and the members of his family had cash in the amount of 52 162,22 lei. Moreover, upon payment of the first installment of 5 209.04 euros equivalent to 113 296.51 lei of the movable property Skoda Octavia according to the Financial Leasing Contract dated 28.12.2015 the subject of control did not have any financial means. Therefore for the period 01.01.2015 – 31.12.2015 the integrity inspector established a clear difference between the acquired property and the obtained income which exceeds at least 6 times the average monthly salary obtained in the reporting period by the subject of the declaration and his family members in the amount of 1 153 606,06 lei.

On 02.06.2016 the subject of the control and the members of his family purchased a real estate, its value amounted to 555 179 lei, and the available financial capacity in cash of Mr. Sergiu Stati and Mrs. (Stati n.r.) was 24 033,07 lei. Also, on 19.07.2016, the subject of the control has replenished the account with 1 114 554 lei (50 000 euros), and the financial capacity of these was 578 552.80 lei. In relation to the above, for the period 01.01.2016-19.07.2016, a difference between the acquired property and the obtained income was established which exceeds at least 6 times the average monthly salary obtained during the period of declaration by the subject of the declaration and his family members in the amount of 1 080 247,13 lei”, reads the statement of findings issued on Wednesday, 26 April.

On the other hand, in the former MP’s reply to ANI, Stati states that the more than 880 thousand lei deposited in the bank account are “personal money, saved during the MFAEI activity in the period 1992-2009”. At the same time, the sum of 30 thousand dollars, equivalent to more than 592 thousand lei, would be “money also obtained from previous savings”.

Sergiu Stati has the right to challenge the act within 30 days of its issuance at the Chisinau Court of Appeal.

ZdG previously reported on the wealth of 14 MPs, including Sergiu Stati, who left the Party of Communists of Moldova in 2015 and later joined the Democratic Party. They were under criminal investigation for illicit enrichment, but the case was closed at the end of January 2023.

Sergiu Stati entered parliament in 2005 on the PCRM list. After leaving the party, in 2016 he bought a 105.8-square-metre apartment that cost him more than 555 thousand lei. The block in which Stati’s apartment is located is situated on the border of the small town of Durlești with the municipality of Chisinau, wrote the National Newspaper, which noted that the house has two floors.

He also owned a 50-square-meter apartment, purchased in 1998, worth 276 thousand lei, according to his latest wealth statement, filed in March 2019. Also during his time as an MP, in 2018, Sergiu Stati bought a Skoda Octavia on lease for which he paid just over 14 thousand euros.

In 2006-2008, he was Moldova’s ambassador to Ukraine, and from May to November 2009 – ambassador to Turkey.
