EUOBSERVER \/ BRUSSELS – A special gathering of MEPs together \twith the Romanian foreign minister in Brussels on Wednesday (15 \tApril) said Moldova should be invited to an EU summit for eastern \tpartners, despite recent violence. <\/dt>\n
\n<\/dt>\n
“The EU will defend the rights of the democratic \topposition, NGOs, those detained and killed in prison. On that we \tshall not compromise. But it is not through isolation that we can \trun our eastern policy,” Polish centre-right MEP Jacek \tSaryusz-Wolski said. <\/dt>\n
\n<\/dt>\n
The 7 April protests: MEPs said a police crackdown should not \tsee Moldova excluded from the summit <\/dt>\n
\n<\/dt>\n
\n
“The Eastern Partnership should project stability, the \tnorms and values of the EU to its eastern vicinity. We don’t see why \tit shouldn’t include [problematic] countries,” the Romanian \tminister, Cristian Diaconescu, added.<\/dt>\n
\n<\/dt>\n
The European Parliament is likely to re-iterate the stance at \tits plenary session next week, in what could come as a blow to young \topposition activists in Moldova who believe the EU has been too soft \ton Chisinau so far.<\/dt>\n
\n<\/dt>\n
The Eastern Partnership summit in Prague on 7 May will see the \tEU upgrade relations with Moldova and five other post-Soviet \tcountries, Belarus, Armenia, Azerbaijan, Georgia and Ukraine.<\/dt>\n

The Czech EU presidency has indicated it might invite \trepresentatives at the level of foreign minister or lower to meet \tthe 27 EU leaders, in order to avoid giving an excessive air of \tlegitimacy to governments that stand accused of human rights abuses.<\/dt>\n

Acting Czech Prime Minister Mirek Topolanek is to visit Moldova \ton 22 April, while the EU mulls sending a formal fact-finding \tmission.<\/dt>\n

A fresh report by the Vienna-based pro-democracy club, the \tOrganisation for Security and Co-operation in Europe, obtained by \tReuters on Wednesday said it had “verified some claims” of \till-treatment of people arrested after post-election protests on 7 \tApril.<\/dt>\n
\n<\/dt>\n
Chisinau mayor Dorin Chirtoaca says that a second person, \t22-year old Ion Tabuleac, died in police hands. <\/dt>\n
\n<\/dt>\n
Meanwhile, Moldovan authorities have tried to ease tension by \tholding a recount of votes in the disputed poll, which originally \tgave 49.48 percent to the incumbent Communist party. The \tConstitutional Court is due to rule on the recount on 21 April.<\/dt>\n
\n<\/dt>\n
President Vladimir Voronin – dubbed the “quintessential \thomo sovieticus” by one MEP on Wednesday – has also announced a \tgeneral amnesty for imprisoned protesters, but continued to attack \tRomania for allegedly organising the unrest.<\/dt>\n

Romanian President Traian Basescu this week said he would \tfast-track Romanian citizenship for up to 1 million Moldovan \tapplicants, threatening to aggravate the bilateral dispute. <\/dt>\n

Romania’s foreign minister in Brussels on Wednesday denied that \tBucharest is trying to undermine its neighbour, however. “We \tsupport and will continue to support the independence and \tterritorial integrity of the Republic of Moldova,” Mr \tDiaconescu said.<\/dt>\n

OSCE under fire <\/dt>\n
\n<\/dt>\n
The OSCE has been forced to defend its election-monitoring \tcredentials after issuing a largely positive preliminary verdict on \tMoldova’s 5 April poll.<\/dt>\n
\n<\/dt>\n
MEPs such as British liberal Emma Nicholson, who took part in \tthe OSCE-led monitoring mission, have complained that the body \tissued its verdict too quickly and declined to insert strongly \tcritical views from some monitors into its communique. <\/dt>\n
