Judge Tamara Chisca-Doneva is 55 years old and is working in the judicial system for 27 years. In 2013, College Performance Evaluation of Judges of the Superior Council of Magistracy has applied to magistrate ‘excellent’, even if she is targeted in a file that Moldova lost at the ECHR.<\/b><\/a>\u00a0In 2010, she has accumulated a backlog of 68 pending cases, and in 2011 – a backlog of 89 cases.\u00a0“In society and among judges has an appropriate behavior to the held position, is respected by colleagues.\u00a0Has high moral qualities and an irreproachable conduct”, characterized her the evaluation committee.<\/p>\n

\"462-tamara-chisca-doneva\"<\/a>Although Board members considered that, in society, the judge has a good professional reputation, in its latest article published in “Literature and Art” from January 1st<\/sup>, 2009, the poet Grigore Vieru mentioned several times the magistrate Tamara Chisca-Doneva, along with her \u200b\u200bcolleagues, who rejected his appeal and quashed all the decisions of lower courts, in a case in which the poet sued the newspaper “Flux”, demanding protection of his honor and dignity. Wealth of magistrate and her husband, employee at Vama Leuseni<\/b><\/h3>\n

According to the statement of income and assets for 2012, the Magistrate Tamara Chisca-Doneva had an income of 104 thousand lei, and her husband, Vasile Chisca, senior inspector at Customs Leuseni, has received an income of 60 thousand lei. They have nine lands, a home of millions in Chisinau and “parental damaged house” outside Chisinau. Magistrate drives a car Hyundai Santa Fe, which she purchased in 2011, and her husband – a Mercedes E 220.<\/p>\n

ZdG Reporters went to Liliacului Street in district Rascani to photograph Judge\u2019s home, real estate experts estimated it worth 7-8 million lei. House with two floors and an attic with a total area of \u200b\u200b145 square meters, yellow, covered with red metal roofing, is supervised by several cameras. From the observed, Magistrate\u2019s house is not located in an upscale neighborhood. Her neighbors living in modest houses.<\/p>\n

Judge of the Supreme Court and the firm “Happy Dog”<\/b><\/h3>\n

Data from the Cadastre shows that the judge began construction of house in Rascani district in 2000, and in 2008 was made the final acceptance. Chisca family have put the house in pledge at Victoriabank, after, in 2007, took a loan of 2.5 million lei. Through an additional agreement with the same bank, in 2008, took another loan of 350 thousand euros. It would also be worth mentioning that Tamara Chisca \u2013 Doneva, her son Alexander Alexei Chisca and Gheorge-Gregore Gajim, another son of the judge from another marriage, appear in several reports of Victoriabank, as persons affiliated to the bank, through the company Proanidom Ltd.<\/p>\n

\"462-tamara-chisca-doneva-casa\"<\/a>According to the State Registration Chamber, company Proanidom Ltd is administered and funded by Gheorghe-Grigore Gajim, in 2009. The main activities of the company are wholesale of food, other wholesale, brokerage for selling a wide assortment of merchandise, and other activities. Proanidom Ltd is headquartered on Street Liliacului 2\/1, where lives the magistrate Tamara Chisca – Donev but where also has his residence her son Gheorge-Grigore Gajim.<\/p>\n

Home address of the judge, but also Proanidom Company Ltd, are listed on the official website of the German company “Happy Dog”, in the list of companies represented in different states, which deals with selling German products for dogs and cats.<\/p>\n

Contacted by ZdG Tamara Chisca – Doneva told us that “the company that brings food for dogs is my son\u2019s. He registered it at us. There was something with Victoriabank… That is how the debts appeared. But they were returned. I do not have time to go to take out the house from pledge”. And about her home worth 8 million lei, the judge replied: “In 1996, I was working at District Court Rascani and received a land from ChisinauCity Hall. Then at the Court of Appeal of the country I have received a grant of money … that is how I raised the house. The house is not large. You can see it. Is has all necessary that is needful for living. There are more luxurious apartments than my house”.<\/p>\n
