However, the press service of the Prosecutor’s \tOffice didn’t give any details about the case, and representatives \tof the Exceptional Cases Department declared that they have not \tbegun a new file on contraband in which Papuc is involved.<\/span><\/em><\/address>\n

According to them, Papuc’s name has not yet \tbeen cited in the dossier, in which he is suspected of not declaring \tto customs weapons which he had received or offered whilst on \tofficial visits he made whilst he was a minister between 2002-2008.<\/span><\/p>\n

Information abut a new case on smuggling in <\/span>Chi\u015fin\u0103u in which Papuc’s name is mentioned (the \tso-called ‘Cocaine Dossier’) coincides with the \tdiscovery in Romania of one of the most widespread networks of drugs and cigarette dealers that have been operating all over the world. During this investigation the inquiry was carried \tout with the participation of a group of specialists from the USA \tand from countries from the European Union.<\/span><\/p>\n

According to the Romanian press, this \tinternational network was exposed after an eight-month \tinvestigation. Romanian police from the Customs Office and officers \tfrom the Department of Information gathered \tsufficient evidence, and, as a result, American officials recently arrested one of the group’s leaders, the Ukrainian Nikolai \tDozortsev, also known as ‘Colea’, who lives in New York.<\/span> <\/span><\/p>\n

Investigators state that Dozortsev was assisted \tby Constantin Cardale from Constan<\/span>\u0163a, Romania, and Iulian Badrajan \tfrom Moldova. According to sources in the Moldovan media, this gang \tof smugglers would frequently meet in Odessa, Ukraine, where Papuc, \twho owned several houses in the city, would also go. In Odessa the \ttraffickers would then arrange the transportation of cocaine and \tcigarettes, which would reach the black market of 13 countries; the \troute the contraband cigarettes would take started in Ukraine and \tMoldova, with the cocaine arriving from Latin America, before \theading to Western Europe and Hong Kong. The profits, totalling \tmillions of euros, were deposited by the gang in banks in Odessa, \tbefore being laundered in real estate in Russia, Ukraine, Bulgaria \tand Spain.<\/p>\n

Yet out of the 16 members of the group caught in \tRomania, only Badrajan was in custody for 29 days, the remaining 15 \twere investigated whilst released on bail.<\/span><\/p>\n

Asked about some of the possible connections \tbetween the contraband dossier in which Papuc’s name is \tmentioned and the smuggling network discovered in Romania with the \thelp of American and EU officials, a representative of the General \tProsecutor’s Office told us that, for now, that they were unable to \tdisclose any information, in order not to harm their inquiries.<\/span><\/p>\n

Representatives from the Department of Penal \tInvestigation confirmed to us though that Papuc’s name is mentioned \tin the ‘Cocaine Dossier’, yet state that he went of his own \taccord to the General Prosecutor’s Office and that soon the file \twill be submitted to the courts. Three policemen were also arrested \tduring the investigation, who had hoped that the ex-minister would \tbe called as a witness and clear their names of any offence, yet the \tthe prosecutor declared that \u201cthe expectations of the policemen \twere in vain,\u201d although they did confirm that Papuc would be called \tas a witness.<\/span><\/p>\n

Papuc has not yet released a statement to the \tpress since his dismissal from government.<\/span><\/p>\n
