Moldova made further progress in its European integration process this week, officially opening accession negotiations on two additional clusters of EU chapters during an intergovernmental conference in Luxembourg. The country also secured \u20ac102.9 million in financing from the European Bank for Reconstruction and Development for irrigation infrastructure and was elected to the United Nations Human Rights Council for the 2027\u20132029 term. Meanwhile, Moscow called for the release of former Gagauzia governor Evghenia Gu\u021bul as a condition for improving relations with Chi\u0219in\u0103u, while Moldova reported a total of 100 airspace violations since 2022, more than 60% of them recorded this year.<\/strong><\/p>\n\n\n\n

Domestically, the Constitutional Court declared unconstitutional legislative amendments that had facilitated the appointment of Herman von Hebel to the Prosecutor Evaluation Commission, although the ruling does not invalidate his appointment. A court ordered Chi\u0219in\u0103u Mayor Ion Ceban to publicly apologize to three public figures for insulting them, while the government launched an in-depth review of Yandex Go’s operations in Moldova. Authorities also announced major investments in education and infrastructure, preparations for the upcoming Gagauzia elections and a new national crisis preparedness programme.<\/strong><\/p>\n\n\n\n

Moldova opens EU accession negotiations on two additional clusters <\/h2>\n\n\n\n

Moldova officially opened accession negotiations with the European Union on two additional groups of chapters during the fourth Moldova\u2013EU Intergovernmental Conference, held in Luxembourg. The negotiations concern Cluster 2 \u2013 Internal Market and Cluster 3 \u2013 Competitiveness and Inclusive Growth, marking another step in the country’s European integration process.<\/p>\n\n\n\n

Deputy Prime Minister for European Integration Cristina Gherasimov, European Commissioner for Enlargement Marta Kos and Irish Minister for European Affairs Thomas Byrne held a joint press conference following the conference. The opening of the two clusters follows Moldova’s earlier invitation to present its negotiating positions and represents further progress in the technical phase of EU accession talks.<\/p>\n\n\n\n

Separately, Moldova will receive \u20ac102.9 million in financing from the European Bank for Reconstruction and Development for the implementation of the Moldova Sustainable Water Supply (Irrigation) Project.<\/p>\n\n\n\n

Moldova was also elected to the United Nations Human Rights Council on October 13 for the second time, securing a seat for the 2027\u20132029 term. The Ministry of Foreign Affairs said the election reflects the country’s determination to contribute actively to promoting and protecting human rights globally.<\/p>\n\n\n\n

In another development, the Kremlin named the release of former Gagauzia governor Evghenia Gu\u021bul, convicted of illegally financing the unconstitutional \u0218or Party, as one of the conditions for improving relations with Moldova. Kremlin spokesperson Dmitry Peskov called on the Moldovan authorities to abandon what he described as “Russophobia” and demonstrate an interest in maintaining good relations with Russia. Peskov described Gu\u021bul as a political prisoner and requested her release on humanitarian grounds.<\/p>\n\n\n\n

Meanwhile, Moldova’s Ministry of Defence reported that the number of airspace violations recorded since 2022 had reached 100, with more than 60% occurring in 2026 alone. The ministry linked the incidents to Russia’s attacks on Ukraine. Between October 10 and 16, the National Army’s Air Operations Centre registered seven violations of Moldovan airspace.<\/p>\n\n\n

Constitutional Court declares amendments to judicial vetting legislation unconstitutional<\/h2>\n\n\n\n

Moldova’s Constitutional Court ruled on October 15 that legislative amendments allowing the appointment of Herman von Hebel to the Prosecutor Evaluation Commission were unconstitutional. The ruling followed a constitutional challenge MPs from opposition parties. The contested provisions, introduced in March into two laws governing the evaluation of judges and prosecutors, reduced the number of parliamentary votes required to appoint foreign members to the vetting commissions. The Constitutional Court found that Parliament had failed to comply with constitutional requirements governing the adoption of organic laws.<\/p>\n\n\n\n

However, the ruling does not invalidate Herman von Hebel’s appointment to the Prosecutor Evaluation Commission or other decisions previously adopted under the contested provisions. Manole explained that, under Article 140(1) of the Constitution, provisions declared unconstitutional cease to have legal effect from the moment the Constitutional Court adopts its ruling.<\/p>\n\n\n

Yandex fine remains under judicial challenge<\/h2>\n\n\n\n

A fine of more than \u20ac39,000 imposed in November 2025 on the company operating Yandex applications in Moldova was paid almost a year later. Also, the company had generated more than \u20ac7 million in revenue in Moldova in a single year, but is not paying any taxes. However, ZdG found that the legal dispute surrounding the fine remains unresolved. ZdG also found that the company has been legally represented in Moldova, at least since 2023, by a law firm headed by Viorica C\u0103rare, the former president of the Competition Council. Contacted by ZdG on October 14, C\u0103rare said she was unable to comment. Approximately 12.5 million lei in value-added tax applied to commissions received by Yandex was paid to the state budget in 2025. ZdG previously reported that an industry association estimated potential annual tax evasion related to unpaid VAT on imported services at approximately 30 million lei. Meanwhile, Moldova’s Council for the Examination of Investments of Importance to State Security has launched an in-depth assessment of Yandex Go’s activities in the country. <\/p>\n\n\n\n

Chi\u0219in\u0103u Mayor Ion Ceban has been ordered by a court of first instance to publicly apologize to actor C\u0103t\u0103lin Lungu, WatchDog expert Valeriu Pa\u0219a and journalist Vitalie C\u0103lug\u0103reanu for insulting them during a municipal meeting in December 2024. The court ruled that Ceban must issue the apologies during the next weekly meeting of the Chi\u0219in\u0103u City Hall. The decision concerns offensive remarks made by the mayor on December 9, 2024, when he used insulting language to refer to several journalists and cultural figures. <\/p>\n\n\n

Moldovan lawmakers visit Russia after a closed-door parliamentary meeting <\/h2>\n\n\n\n

Parliament Speaker Igor Grosu addressed questions concerning possible information leaks following a closed-door parliamentary meeting on October 8, during which lawmakers discussed strengthening the National Army’s defence capabilities.<\/p>\n\n\n\n

Grosu said that each member of Parliament bears criminal, administrative and civil responsibility for their statements and actions. His comments came after former President Igor Dodon and other Socialist Party lawmakers travelled to Moscow several days after the confidential parliamentary session. Dodon previously announced that he was undertaking a two-day working visit to Russia at the invitation of the Russian State Duma.<\/p>\n\n\n\n

Meanwhile, the government rejected suggestions that a military drone factory was being prepared in Chi\u0219in\u0103u. On October 16, Mayor Ion Ceban published a video demanding clarification from the authorities over allegations that a site had already been selected for such a facility.<\/p>\n\n\n\n

Government spokesperson Dumitru Ciorici described the allegations as public manipulation, stating that although the government supports potential investment in the defence sector, such projects would require amendments to the existing legal framework. He said no options for establishing military-purpose factories in Moldova were currently under consideration.<\/p>\n\n\n

Government prepares energy compensation programme and announces major education and infrastructure investments<\/h2>\n\n\n\n

Prime Minister Vasile Tofan announced that at least 620,000 households are expected to receive energy compensation during the 2026\u20132027 heating season, with the possibility of expanding the number of beneficiaries. However, eligibility criteria will be somewhat stricter than in the previous year.<\/p>\n\n\n\n

Separately, the Ministry of Education and Research announced plans to invest approximately \u20ac80 million in modernizing 25 vocational schools, colleges and centres of excellence between 2026 and 2032. The project forms part of Moldova’s EU-supported Growth Plan.<\/p>\n\n\n\n

The government also announced investments worth billions of lei in infrastructure projects across Chi\u0219in\u0103u and its suburbs, including road rehabilitation, water and sewage networks, public buildings and residential courtyards. Infrastructure and Regional Development Minister Vladimir Bolea presented details of the European Courtyard programme, under which 469 courtyard modernization projects have been approved, with an estimated total value of 2.3 billion lei.<\/p>\n\n\n

Gagauzia prepares for November elections <\/h2>\n\n\n\n

Eight candidates will compete for the position of governor, or ba\u0219can, of Gagauzia – an\u00a0autonomous territorial unit\u00a0of\u00a0Moldova – while 135 candidates will contest the 35 seats in the autonomous region’s People’s Assembly, the Central Electoral Council of Gagauzia announced. The registration process for both elections, scheduled for November 15, 2026, concluded on October 12. The votes will determine the leadership and composition of the region’s principal governing institutions.<\/p>\n\n\n\n

Separately, the Moldovan government announced plans to introduce an annual national preparedness programme, Moldova Preg\u0103tit\u0103 (Moldova Ready), aimed at strengthening the resilience of households and communities in emergency situations. Its first edition, entitled The First 72 Hours, is scheduled to launch in November 2026.<\/p>\n\n\n\n

The initiative will include a family preparedness guide, checklists, household emergency planning materials and an information kit designed to help citizens respond to crises during their initial stages.<\/p>\n\n\n\n

According to the government, the programme reflects lessons learned from recent emergencies, including the COVID-19 pandemic, the refugee crisis, energy disruptions and hybrid threats. Authorities said the initiative represents a shift from responding to crises toward developing a national culture of preparedness, similar to approaches adopted in Scandinavian countries.<\/p>\n\n\n
