Domnica Manole was re-elected on Friday, November 10, as president of the Constitutional Court.<\/strong><\/p>\n\n\n\n

“Today, November 10, Judge Domnica Manole was elected as President of the Constitutional Court by a majority of votes,” reads an announcement published on the institution’s website.<\/p>\n<\/blockquote>\n\n\n\n

Nicolae Ro\u0219ca resigned as President of the Constitutional Court (CC) on Thursday 9 November for “personal reasons”, according to Judge Domnica Manole.<\/p>\n\n\n\n

Contacted by ZdG, Manole said that Nicolae Rosca had announced his fellow judges also on Thursday, “at the end of the day”, and that “they were taken by surprise”.<\/p>\n\n\n\n

The public announcement of Nicolae Rosca’s resignation was made on the institution’s website. The magistrate served as president for about half a year after Domnica Manole’s term expired.<\/p>\n\n\n\n

The announcement of Rosca’s resignation came hours after the court partially accepted a petition by lawyers for former Prosecutor General Alexandr Stoianoglo<\/a> and declared unconstitutional the article in the Law on the Prosecutor’s Office that provides for the evaluation of the Prosecutor General’s performance, as it stood before the entry into force of Law No 280 of 6 October 2022.<\/p>\n\n\n\n

The decision was taken at the plenary session of the CC, convened on 25 April.<\/p>\n\n\n\n

Domnica Manole’s CV published by the CC:<\/strong><\/p>\n\n\n\n

Born on 4 June 1961, she graduated from the Law Faculty of the State University of Moldova (1990).<\/p><\/div>\n\n\n\n

Judge at the Chisinau Court of Appeal, Civil and Administrative Jurisdiction (2005-2017); Judge at the Ciocana Court of Appeal, Chisinau (1990-2004); Consultant at the Supreme Court (1985-1990).<\/p><\/div>\n\n\n\n

Lecturer at the Faculty of Law of the State University of Moldova (2015-2016); trainer at the National Institute of Justice (2011-2017); trainer for the Council of Europe (2012-2016); vice-chair of Pillar I of the Strategy for the Implementation of Reforms in the Judicial Sector (2011-2014).<\/p><\/div>\n\n\n\n

Holder of the qualification “Excellent”, awarded by the Decision of the College for the Evaluation of the Performance of Judges of the Superior Council of the Magistracy (SCM) no. 54\/6 of 20.11.2015, and of the maximum score of 100 points, awarded by the Decision of the College for the Selection and Career of Judges no. 146\/16 of 10.12.2015.<\/p><\/div>\n\n\n\n

Awarded with the honorary title of “Veteran of the Judiciary”, granted by the SCM Decision of 29.09.2015 for 25 years of service as a judge and irreproachable conduct, and with the Honorary Diploma of the Superior Council of Magistracy of 07.02.2012 for successes achieved in the dispensation of justice and conscientious attitude towards service obligations.<\/p><\/div>\n\n\n\n

Appointed Judge of the Constitutional Court by Parliament Decision No 121 of 16.08.2019. President of the Court from 23 April 2020 to 23 April 2023 (HCC No. AG-5).<\/p><\/div>\n\n\n\n

According to the law, the judges of the Constitutional Court elect its President by secret ballot.<\/p>\n\n\n\n

According to the legislation, the CC is composed of 6 judges, appointed for a term of 6 years. Two judges are appointed by the Parliament, two by the Government and two by the Superior Council of Magistrates (SCM).<\/p>\n\n\n\n
