Prosecutors from Romania’s National Anti-Corruption Directorate (DNA) announced that on Tuesday, 26 September, they carried out several activities in a case concerning the commission by public officials in Chisinau of offences of “abuse of power and embezzlement of foreign funds” committed in connection with the management of funds obtained from external sources, intended for refugees from Ukraine.<\/strong><\/p>\n\n\n\n

Specifically, according to DNA, on the basis of a house search warrant issued by the judges of the Court of Brasov, a house search was also carried out at a building in the town of Predeal, Brasov county, owned by two Moldovan citizens, during which several documents were seized. The Romanian press reports that the villa in Predeal searched belongs to Boris G\u00eelca and his wife and was allegedly built with money obtained by embezzling funds for refugees from Ukraine and not completed inside.<\/strong><\/p>\n\n\n\n

Ziarul de Gard\u0103 asked the Anti-Corruption Prosecutor’s Office whether the searches took place at a villa in Predeal, owned by Boris G\u00eelca, former head of the General Directorate of Medical and Social Assistance of the Chisinau Municipal Council (CMC), who is the subject of a case of abuse of office and embezzlement of foreign funds. At the time of publishing this article, we had not received any reply. Also, Boris G\u00eelca did not respond to ZdG calls.<\/p>\n\n\n\n

The raids were carried out following a request for international legal assistance in criminal matters made by the Moldovan authorities – the Anti-Corruption Prosecutor’s Office.<\/p>\n\n\n\n

“Subsequently, all the documents were forwarded by prosecutors from DNA – International Cooperation and Programmes Service to the authorities of the Republic of Moldova for further investigation.<\/p>\n\n\n\n

Several goods, purchased with foreign and budgetary funds, intended for refugees from Ukraine, were allegedly embezzled by public persons from the General Directorate of Medical and Social Assistance of the Chisinau City Council in complicity with officials of a Temporary Placement Centre for Refugees (CTPR). The finding results from investigations by CNA officers, carried out on 4 May 2023, jointly with anti-corruption prosecutors and employees of the National Investigation Inspectorate (INI) of the Police in criminal cases initiated for abuse of office and embezzlement of external funds.<\/p>\n\n\n\n
